Is my staffing agency admitted? How to check as a hiring company
Do you hire workers through a staffing agency, secondment firm or payroll company in the Netherlands? Under the Wtta you get a duty to check. From 1 January 2028 you may only hire through agencies that have admission or an exemption from the NAU (or fall under the transitional arrangement), unless a statutory exception applies.
Updated 24 October 2026
New to Dutch rules? The Wtta (Wet toelating terbeschikkingstelling van arbeidskrachten, the Placement of Personnel Admission Act) is a Dutch law that requires every business that supplies workers to other companies in the Netherlands to hold an admission from the Dutch Labour Market Admission Authority (NAU). Official sources are mostly in Dutch, so we link to them and summarise them in English.
Where do you check whether an agency is admitted?
The NAU keeps a public register. According to the official schedule, from 1 July 2027 it will show whether an agency is admitted, has an exemption or falls under the transitional arrangement. Today (October 2026) the register only lists accredited inspection bodies; admitted agencies will follow later.
What can you check right now?
| Source | What it shows |
|---|---|
| SNA register | Whether the agency holds SNA certification (NEN 4400-1/-2), the existing voluntary quality mark. According to SNA, 6,040 companies were certified on 1 October 2026. Certified agencies can be admitted without an inspection report on their first application (other conditions still apply). |
| KvK Waadi check | Whether the agency is registered as a supplier of workers (Waadi) in the Business Register. Note: on 1 January 2028 the Waadi register moves to the Wtta register and the Waadi check ends. |
SNA certification or Waadi registration is not Wtta admission, but it is a good first indication.
Your other obligations as a hiring company
- Record, at the latest before work starts, which agency each worker comes through (including onward hiring).
- Provide the terms of employment to the agency.
- Check regularly whether your agency is still admitted.
What are the risks?
If, from 1 January 2028, you work with an agency that needs admission but has no admission or exemption, the Netherlands Labour Authority can fine you and you must end the collaboration.
In practice: ask your suppliers now
Ask your agencies whether they will register for the transitional arrangement between 1 November and 31 December 2026, and which application they expect to make. Use the supplier checklist in our free check.
How ready are you for the Wtta?

Frequently asked questions
Where can I see whether an agency is Wtta-admitted?
In the NAU's public register, expected from 1 July 2027. Until then, use the SNA register and the KvK Waadi check as an indication.
Can I be fined as a hiring company?
From 1 January 2028, the Netherlands Labour Authority can fine hiring companies that work with an agency that needs admission but has neither admission nor an exemption.
Is SNA certification the same as Wtta admission?
No. But certified agencies can be admitted without an inspection report on their first application, provided they meet the other conditions.
