Wtta: how to register for the transitional arrangement (1 November – 31 December 2026)
Existing agencies can register for the Wtta transitional arrangement from 1 November to 31 December 2026. Miss it, and if you are not admitted by 1 January 2028 you will have to stop supplying workers. Here is what you need and how it works.
Updated 24 October 2026
New to Dutch rules? The Wtta (Wet toelating terbeschikkingstelling van arbeidskrachten, the Placement of Personnel Admission Act) is a Dutch law that requires every business that supplies workers to other companies in the Netherlands to hold an admission from the Dutch Labour Market Admission Authority (NAU). Official sources are mostly in Dutch, so we link to them and summarise them in English.
What is the transitional arrangement?
The transitional arrangement is meant for existing agencies. If you qualify, you can keep supplying workers while the Dutch Labour Market Admission Authority (NAU) assesses your application for admission or exemption, even if the NAU has not decided by 1 January 2028.
It works in two steps:
- Register between 1 November and 31 December 2026 via toelatinguitleenmarkt.nl.
- Apply for admission or exemption between 1 May and 30 June 2027.
What do you need to register?
- eHerkenning level 3 (EH3) or higher, the Dutch business login for government services. The NAU warns that getting it can take several weeks, so arrange it now.
- A Berichtenbox for businesses, the government's secure inbox, with its name registered in the Business Register. The NAU communicates only through this Berichtenbox.
- Correct Chamber of Commerce (KvK) details. The NAU takes your details from the Business Register.
- The NAU service enabled in the service catalogue of your eHerkenning provider.
What information do you provide?
When registering, you state:
- your expected total net annual turnover for 2026;
- which application you expect to make later: admission with a Wtta inspection report, provisional admission, admission based on SNA certification, or exemption.
You do not need a VOG (certificate of conduct) to register. You only need it for the admission application, and the NAU advises not to request one yet.
Do I need to register if I have SNA certification?
If you hold SNA certification on 30 June 2027, registering is not mandatory, but the NAU does recommend it. If you lose your certification between 1 January and 30 June 2027, you can then still use the transitional arrangement. Without SNA certification, you must register if you want to use the transitional arrangement, and you will need an inspection report for admission.
What happens if you are too late?
Then you cannot use the transitional arrangement. You will need to be admitted (or exempted) by 1 January 2028 to keep supplying workers. If that does not work out, you must stop.
After registering, you get a separate status in the public register, so hiring companies can see that you fall under the transitional arrangement. See also Is my staffing agency admitted?
