Wtta requirements: security deposit, VOG, standards framework and inspection report
To be admitted, an agency must show up front that it meets the standards framework, provide a VOG and pay a security deposit. That is the key difference from today's voluntary SNA certification.

New to Dutch rules? The Wtta (Wet toelating terbeschikkingstelling van arbeidskrachten, the Placement of Personnel Admission Act) is a Dutch law that requires every business that supplies workers to other companies in the Netherlands to hold an admission from the Dutch Labour Market Admission Authority (NAU). Official sources are mostly in Dutch, so we link to them and summarise them in English.
The standards framework
The Wtta standards framework (normenkader) is mandatory. It assesses not only financial and administrative reliability but also whether a company treats workers properly: correct pay, payment of taxes and contributions, written terms of employment, complete time and staff records and, where relevant, decent housing. See the checklist.
Inspection report or SNA certification
For admission, you have an inspection report drawn up by an accredited inspection body. Without a positive report you cannot be admitted, and you will be inspected periodically afterwards.
Do you hold SNA certification (NEN 4400-1 or -2) on 30 June 2027? Then you do not need to submit an inspection report with your first application, but you must still meet the other conditions.
The €100,000 security deposit
According to toelatinguitleenmarkt.nl, agencies must pay a security deposit of €100,000. When registering for the transitional arrangement you choose, among other things, between regular and provisional admission; see the official site for the exact conditions of each route.
VOG for legal entities
You must provide a certificate of conduct (VOG, Verklaring Omtrent het Gedrag) with your admission application. No VOG is needed to register for the transitional arrangement or for an exemption. The NAU will tell you when to request it.
Exemption
Is supplying workers only a limited side activity for your business? Then you may be able to apply for an exemption instead of admission. You indicate which application you expect when you register.
How ready are you for the Wtta?
Take the free readiness check (3 minutes) or join the Uitleenklaar waitlist: checklist, document vault and compliance file for €29 a month.
